Instructions
- HEAT oven to 350°F. Coat 8 x 8-inch baking pan with no-stick cooking spray.
- MIX 1 cup sweetened condensed milk and melted chocolate in large bowl. Add egg, flour, vanilla and baking powder. Mix well. Spread into prepared pan. Sprinkle 1/2 cup chocolate chips evenly over batter.
- BAKE 20 minutes. Cool completely.
- MELT 1/2 cup chocolate chips and butter in small saucepan over low heat. Gradually stir in remaining sweetened condensed milk. Stir until smooth and well blended. Spread over cooled brownies.
- MELT white baking chocolate with shortening in small saucepan over low heat, stirring constantly until smooth. Immediately drizzle over brownies. Chill before cutting into bars.
